Please, could you clarify how the paypal payment works. If the student is not logged in the paypal button does not appear. Only if the student is logged in he can see the paypal button. But if he has not paid how come wold he have a log-in username and password? Also, oce he pays, what happens for the student to be able to get in? Does he receive something? Another code? Manually? Automatically?

You can enable guest access to a course, but then you cannot charge for it. If you would like to have a for-pay course, you could allow access a few different ways.
1) Allow self-registration. I just enabled it on the site so you can see how it works. Using this method, someone could create themselves an account, then use the Paypal link to purchase entry.
2) Use manual registration. This would allow you to create accounts for each of your users upon request, then they can use the Paypal link to access the course(s). This would be more typical in a situation where you might be delivering high stakes courses and assessments in a moderated environment (ie a lab).
3) Use an external authentication source, such as LDAP. For example, if you work in a school and it already has your potential students in Active Directory, you could use LDAP to authenticate those students, and accept payment via credit card or Paypal for each course.
I hope this helps to explain the options. You can see option #1 now that I have enabled self-registration. One would simply create an account, login, select the course, pay, then gain access to the course. This would be the most simple yet automated method.

The site is designed to provide the framework for your own teaching resources. These can be external (ie linked) resources, or you or other instructors can teach directly from the site. This is not meant as a directory for other higher education links, but you could take it that direction if you prefer.
The web site runs on the open source Moodle script. The documentation and capabilities for the script can be found at moodle.org. The maximum instructor/students is going to depend largely on the amount and type of content and the type of hosting you have. For example, having 100 students watching 100 lengthy videos is going to use up more resources in your hosting environment than 1,000 students reading 100 letter-sized documents.

Also, to answer your other questions, any type of embeddable media is supported. You can link off to web meetings, provide details for Skype discussions, provide videos and other media for students to review, etc. All the teaching options you mentioned are possible.
As far as costs, the only cost involved is your hosting. It might be running on a VPS (Virtual Private Server) or private server if you expect a lot of traffic, such as the numbers mentioned in the thread I posted earlier. The only other expense is whatever Paypal or the credit card company takes (usually a small per cent) for accepting payments.
